The Federal Home Loan Bank of New York (FHLBNY) said its board of directors has named Adam Goldstein as president and chief executive, effective 9 November 2026\. Mr Goldstein has worked at the FHLBNY since 1997 and has been its chief business officer since 2015.

Jonathan West, who joined the FHLBNY in 2015 as chief legal officer, has been interim president and chief executive since 20 October 2026 and will resume the role of chief of staff and senior adviser on 9 November, the bank said.

## A CAREER INSIDE THE BANK

Mr Goldstein held leadership roles in marketing, sales and business development before becoming chief business officer. In that post he has led the FHLBNY's advances and letter of credit programmes, the creation of its Mortgage Asset Program and the development of affordable housing and community development products, according to the announcement.

"Across his career at the FHLBNY, Adam has led our efforts to serve our members, strengthen our communities, engage our stakeholders, execute on our strategy, and safeguard our cooperative," said Christopher P. Martin, the FHLBNY's chair.

Mr Goldstein said that for nearly 30 years he had been part of a team with a dual purpose: delivering reliable liquidity to the region's local lenders and serving as a consistent source of funding for affordable housing and community investment.

## A BALANCE SHEET GROWING FAST

The FHLBNY is one of 11 regional, stockholder-owned banks in the Federal Home Loan Bank System and served 337 financial institutions in New Jersey, New York, Puerto Rico and the [US](https://www.theglobalbanker.com/market-united-states/) Virgin Islands at 30 September 2026.

Its total assets rose by US$32.2bn, or 20.6%, to US$188.7bn between the end of 2025 and 30 September 2026, while advances grew 30.3% to US$120.5bn, the bank said. Total capital rose to US$9.4bn from US$8.0bn.

Third-quarter net income fell 1.3% to US$157.6m, and the annualised return on average equity dropped to 6.48% from 7.65% a year earlier, as higher advances increased capital stock while net spreads decreased, the bank said. It allocated US$28.2m of its third-quarter earnings to affordable housing and community development.

## THE TGB VIEW

Advances, the business Mr Goldstein led as chief business officer, grew 30.3% in nine months, yet the return on average equity fell to 6.48% in the third quarter from 7.65% a year earlier as higher advances increased capital stock while net spreads decreased, so he inherits a bigger balance sheet earning less on its equity. He takes over a wholesale bank for local lenders in a US system where community banks make up 90% of institutions while the 18 institutions with more than US$250bn of assets hold 64% of industry assets, according to TGB's US market profile. He starts on 9 November 2026.
