The Singapore Sustainable Finance Association published practical guidance on 9 July 2025 designed to assist financial institutions in applying the Singapore-Asia Taxonomy when structuring green and transition financing transactions. The guidance addresses the application of the SAT's Technical Screening Criteria, which define the conditions under which economic activities qualify as green or transitional.

The guidance was developed by the SSFA's Taxonomy Workstream, co-led by OCBC, Amundi and DBS and drawing on more than 20 industry members; the SSFA itself was established by the Monetary Authority of Singapore together with the financial industry in January 2024\. The SSFA's publication complements the taxonomy with guidance on how to apply the SAT criteria at transaction level.

#### SCOPE OF THE GUIDANCE

The guidance places particular emphasis on transition activities.

The guidance addresses data availability, interim thresholds, grandfathering, entity-level transition plans and amber-category interpretation.

#### THE SINGAPORE-ASIA TAXONOMY

The SAT, launched in December 2023, was the first multi-sector taxonomy in the world to incorporate an explicit transition category.

MAS welcomed the handbook, with Chief Sustainability Officer Gillian Tan saying it will serve as a valuable guide for financial institutions and corporates applying the SAT.
