The Bank of Algeria published three instructions dated 7 October 2026 governing accounting classification and periodic reporting. Instruction 11-26 applies to banks, financial institutions and payment-service providers. Instruction 12-26 covers banks and financial institutions conducting Islamic-finance operations. Instruction 10-26 sets regulatory attributes used to classify transactions.
Instruction 11-26 implements reporting provisions connected with Regulation 25-07 of 24 July 2025 on the banking chart of accounts. Instruction 12-26 also draws on Regulation 25-10, which covers the account structure for Islamic-finance business. The instructions set the form, frequency and transmission method for returns to the central bank and Banking Commission. Their publication does not by itself supply a separate fixed commencement date.
WHAT FIRMS MUST FILE
Monthly returns include accounting statements and tables covering credit, deposits, securities, uses and resources, interbank operations and the safeguarded accounts of payment providers. Quarterly filings include the 50 largest customer exposures, syndicated credit and the movement of doubtful claims. Semiannual reporting covers the income statement and a flow-based accounting position.
Returns must be signed by an authorised manager and submitted through the Bank of Algeria’s web portal within 15 calendar days of the reporting date. Accounting systems must generate the periodic statements automatically and comply with Algeria’s requirements for computerised bookkeeping. Late or otherwise non-compliant reporting can attract a monetary penalty determined by the Banking Commission.
COMMENCEMENT AND IMPLEMENTATION
Instruction 11-26 states that it takes effect when the underlying Regulation 25-07 account plan is implemented. The Islamic-finance instruction follows the corresponding conventional and Islamic accounting regulations. Banks and payment providers therefore need to align systems and data classifications before their first returns become due under the new framework.
The next milestone is the implementation of the underlying account-plan regulation and the first reporting deadline that follows it. Updated templates or portal guidance from the Bank of Algeria will determine how institutions map accounts into the prescribed monthly, quarterly and semiannual returns.
