Colombia's Findeter placed COP300 billion of ordinary bonds in the domestic market. Investors submitted COP569.984 billion of orders, equivalent to 1.9 times the amount offered. The development bank issued three-, five- and ten-year tranches through the Colombian stock exchange. The completed transaction followed regulatory authorisation granted earlier in October.

Findeter said the proceeds would strengthen its capacity to finance infrastructure, public services, mobility, urban development, education, health, drinking water and sanitation. The institution lends alongside municipalities, regional governments, companies and public entities. Itaú Comisionista de Bolsa, Valores Bancolombia and Credicorp Capital Colombia acted as placement agents. The transaction therefore adds market funding to Findeter's regional-development mandate.

THREE TRANCHES SET THE FUNDING CURVE

The three-year tranche priced at a fixed annual effective rate of 13.28%. The five-year bonds priced at inflation plus 6.78 percentage points, while the ten-year tranche priced at inflation plus 6.72 percentage points. That structure gives Findeter both fixed-rate and inflation-linked funding across several maturities.

Orders exceeding the final issue size allowed the bank to complete the COP300 billion placement without increasing the announced amount. The 1.9-times demand figure indicates investor interest at the stated pricing, but it does not remove future refinancing or interest-rate risk. The cost of the inflation-linked tranches will vary with Colombia's consumer-price index.

PROJECT DEPLOYMENT IS THE NEXT TEST

The issuance expands Findeter's funding for lending to territorial and public-sector projects. Its economic effect will depend on how quickly proceeds are converted into eligible financing and whether projects progress through approval and disbursement. The broad list of intended sectors does not identify individual beneficiaries.

The next concrete milestones are allocation of the proceeds and reporting on new loans supported by the issue. Investors will also monitor Findeter's funding costs and asset quality as the three tranches remain outstanding. Project-level disclosures would provide the clearest evidence of how the capital-market funding reaches Colombian regions.
