The Hong Kong Monetary Authority published its 2024 Annual Report and 2024 Sustainability Report on 25 April 2025. The twin publications, available on the HKMA's official website, detail the authority's work in building a climate-resilient financial system, developing Hong Kong's green finance ecosystem and integrating responsible investment principles into the management of the Exchange Fund, which the HKMA administers on behalf of the Hong Kong Government.

GREEN FINANCE ECOSYSTEM AND RESPONSIBLE INVESTMENT

The 2024 Sustainability Report details the HKMA's progress in developing Hong Kong's green finance ecosystem, a multi-year programme encompassing the development of a sustainable finance taxonomy, the promotion of green and sustainability-linked bond issuance, and engagement with financial institutions on climate-related risk management practices.

The authority has integrated environmental, social and governance considerations into the investment processes governing the Exchange Fund's portfolio.

CLIMATE RESILIENCE AND 2025 TAXONOMY PRIORITIES

Both reports identify building a climate-resilient financial system as a priority. The authority has conducted climate stress testing exercises involving Hong Kong's major banks and engaged with international regulatory counterparts to develop shared approaches to climate risk assessment and disclosure.

Among the HKMA's stated priorities for 2025 is the continued expansion of Hong Kong's sustainable finance taxonomy, a classification framework that defines which economic activities meet established criteria for being considered sustainable or aligned with transition pathways.
