Hunan trials national transition finance standards across five industries

Hunan is trialling national transition finance standards in five industries, including agriculture and steel, as the province pushes financial tools into industrial decarbonisation. A provincial financial research official said it has also issued provincial-level trial standards for four industries.

Since the start of 2026 the province has logged a series of "first in Hunan" deals. They include an agricultural "transition finance + biodiversity protection" loan in Yueyang, a coal power transition finance business in Changde and a steel transition finance business in Xiangtan.

GUIDELINES AND DIRECTORIES WIDEN COVERAGE

In May 2026, six provincial departments jointly issued trial guidelines and directories for transition finance. The first batch brings construction machinery, non-ferrous metals, papermaking and automobile manufacturing into the scope of support.

Hunan has also established a transition finance standard for the casting and forging industry at county level. As a major manufacturing province, it has drawn up a roadmap to drive transition finance, because several of its industries need transition funding.

CHANGDE COAL POWER PROJECT CUTS EMISSIONS

Once the Changde power project is completed, it is expected to save standard coal and reduce carbon dioxide emissions every year. Comprehensive energy consumption is expected to fall by 18.63%.

A local bank branch president said the completed project will become a key clean coal power base in northwest Hunan. He said it will address local power shortages and strengthen the safe and stable operation of the Hunan grid.

CERTIFICATION FEEDS INTO CREDIT DECISIONS

In Zhangjiajie, a building materials company obtained a transition assessment certification report through a third-party evaluation and drew up a financing plan matched to its transition goals. A local rural commercial bank used the certification as a key basis for credit approval and committed in June 2026 to issue the company a new transition working capital loan.

Under departmental guidance, financial institutions are building certification results into credit approval and interest rate pricing. The aim is to refine their internal transition finance mechanisms step by step.

FRAGMENTED STANDARDS AND DATA GAPS REMAIN

The provincial official said transition finance standards remain on trial and are spread across industries and levels, leaving grey areas in how transition activities are defined. Information that financial institutions need is held by different departments and sharing channels are not fully open, which makes it harder to obtain data when doing business. The official said both issues need further work.

NATIONAL PLAN SETS THE WIDER FRAMEWORK

The director of a green finance committee said transition finance has huge market potential, since high-carbon industries such as steel, cement, non-ferrous metals and chemicals need substantial funding to move to low-carbon operations. Nationally, the Ministry of Industry and Information Technology has issued a plan for 2026-2030 that targets peak industrial carbon dioxide emissions by 2030.

The plan also sets goals of cutting energy consumption per unit of value added by major industrial enterprises by more than 10 percent and establishing 500 zero-carbon factories. A ministry official said industrial policy will be better coordinated with energy, science and technology, fiscal and financial policies. The ministry will also complete or revise 500 industrial green and low-carbon standards.
