Structure and performance
China has the world's largest banking system, with banking institutions holding RMB 498tn of assets at end-June 2026, up 6.6% year on year. The six large state-owned commercial banks (ICBC, Agricultural Bank of China, China Construction Bank, Bank of China, Bank of Communications and Postal Savings Bank of China) held RMB 221.6tn, about 45% of the total, and grew faster than the system at 8.5%. Joint-stock banks, city commercial banks, rural financial institutions, policy banks and foreign banks make up the remainder, with 3,619 legal entities at end-2025.
The business model is balance-sheet lending funded by household and corporate deposits, closely aligned with state credit priorities. Successive cuts to loan prime rates and deposit rates have compressed spreads: the commercial-bank net interest margin stood at 1.41% in the second quarter of 2026, up slightly from 1.40% in the first quarter. Profitability has weakened accordingly, with commercial-bank return on assets of 0.58% and return on equity of 7.72% in the first half of 2026, on net profit of about RMB 1.2tn.
Reported asset quality is stable in aggregate. The system non-performing loan ratio was 1.52% at end-June 2026 with provision coverage of 202.87%, but dispersion is wide: 1.21% at the large state banks against 1.87% at city commercial banks and 2.83% at rural commercial banks. The capital adequacy ratio was 15.26% and the core tier 1 ratio 10.72%. The state has chosen to pre-empt capital pressure at the largest lenders through direct fiscal injections funded by special treasury bonds.
The principal risks are margin compression in a low-rate, weak-credit-demand environment, residual exposure to the property sector, and the credit quality of local government financing vehicles, which the authorities are addressing through a RMB 10tn debt-swap programme approved in November 2024. Smaller rural and regional institutions carry most of the stress and are being consolidated at pace, while the large banks' policy role in supporting growth constrains pricing and returns.

Supervision and capital rules
The NFRA supervises banks and insurers, while the People's Bank of China conducts monetary policy and macroprudential oversight, including designation of domestic systemically important banks. The NFRA's revised capital rules, implementing the final Basel III framework with requirements differentiated by bank size, have applied since January 2024. Five Chinese banks are global systemically important banks; the FSB moved ICBC to bucket 3 in November 2025, with the higher buffer effective from January 2027. Deposit insurance, introduced in 2015, covers up to RMB 500,000 per depositor per institution. In January 2026 the PBoC cut rates on its structural relending tools by 25bp, and in September 2026 the Ministry of Finance announced a further RMB 300bn of special treasury bonds to replenish capital at state-owned financial institutions.
