Narodowy Bank Polski (NBP) has sent the media an urgent message titled "Urgent statement of Narodowy Bank Polski: NBP and the Monetary Policy Council (RPP) cannot function without a President". In it the bank recalls its official statement of 12 October 2026, which stresses that neither the RPP nor the whole of NBP can operate without the permanent presence of the NBP President.

NBP said it was responding to disinformation activity in the media that distorts the picture of the situation for the public in Poland and abroad. The central bank stressed that presenting a different stance on how the bank and the RPP function misleads the public, and stated that all other interpretations of the situation are deliberately misleading.

LEGAL BASIS CITED BY THE CENTRAL BANK

In its 12 October statement, NBP cited Article 16 of the Act on the National Bank of Poland and the regulations of the Monetary Policy Council. It recalled that the NBP President is also the Chairman of the RPP, and that his exclusive competences include convening Council meetings.

NBP explained that a previously designated RPP member can lead meetings during a short, temporary absence of the Chairman. It added that this right of substitution does not authorise the designated member to take over all of the Chairman's statutory and regulatory powers.

The bank also recalled that, under the regulations, RPP resolutions are signed by the Chairman and all members taking part in the vote. NBP assessed that the designated member can therefore perform the function only on an ad hoc basis, for specific activities during a meeting. It added that all of its collegial bodies, the RPP and the Zarząd Narodowego Banku Polskiego, require the presence and active participation of the NBP President.

COMMITTEE BACKS LIABILITY BEFORE STATE TRIBUNAL

The statements follow a decision by the Sejm Constitutional Accountability Committee on 9 October 2026. The committee adopted a report on its work and favoured bringing NBP President Adam Glapiński to constitutional liability before the State Tribunal, upholding all eight charges in the preliminary motion.

The charges include indirect financing of the budget deficit, acting without RPP authorisation, unauthorised currency interventions and actions contrary to monetary policy. They also cover obstructing the work of members of the RPP and the Zarząd NBP, misleading the finance minister and violating the principle of apoliticality. Adam Glapiński denies the charges.

The committee's report runs to 148 pages, and work on the case has been ongoing since 2024. The final decision on bringing the NBP President to liability before the State Tribunal belongs to the Sejm.

ORIGINS OF THE CASE AND OPEN QUESTIONS

Prime Minister Donald Tusk pledged to dismiss the NBP governor during the 2023 election campaign. In March 2024, MPs from the governing coalition submitted a preliminary motion to bring Glapiński before the Tribunal of State.

The legal threshold for suspending the NBP president is contested. In January 2024 the Constitutional Tribunal struck down the provisions setting the absolute-majority rule and the automatic suspension of the NBP president, and lawyers differ over what remains in their place. Bloomberg reported that a potential suspension could make it difficult to convene meetings of the rate-setting body.

The Monetary Policy Council, for its part, has decided to keep NBP interest rates unchanged.
