Türkiye’s state-controlled Halkbank pressed ahead with preparations for a secondary public offering despite recent market volatility. Chief executive Süleyman Özdil said the lender had met nearly 60 investors in Abu Dhabi, Dubai, London and New York. He said the transaction would be launched at the earliest suitable opportunity, subject to market conditions.
The plan follows a regulatory filing made in August for an offering of new shares. Halkbank proposed raising its nominal capital from about TRY7.18 billion to TRY8.98 billion, an increase of roughly TRY1.80 billion. The bank’s prospectus application remains subject to review, and no final offer date or price has been announced.
INVESTOR OUTREACH CONTINUES
Özdil’s comments indicate that management has continued marketing work while waiting for an appropriate issuance window. The meetings covered financial centres in the Gulf, Europe and the United States, giving the bank a broad pool of potential institutional demand.
The proposed capital increase would be completed through newly issued shares rather than a sale of existing stock. That structure would add capital to the bank if the offer proceeds, but the eventual proceeds will depend on the offer price and number of shares sold.
TIMING REMAINS CONDITIONAL
Halkbank’s formal disclosures show that the offering process is active but incomplete. The bank has applied for the required prospectus approvals, and Türkiye’s capital-markets authorities must complete their review before marketing can progress to a final timetable.
Investors will next watch for approval of the prospectus, publication of the price range and a confirmed bookbuilding period. Until those steps occur, the proposed secondary offering remains conditional on regulatory clearance and market conditions.
