The UK Financial Conduct Authority opened its authorisation gateway for cryptoasset businesses on 30 September. Firms can submit applications until 28 February 2027 if they want access to transitional arrangements. The broader regime is scheduled to begin on 25 October 2027. The regulator said the opening brings the sector closer to full UK financial-services supervision.
The new perimeter covers activities including operating a cryptoasset trading platform, safeguarding assets, dealing or arranging transactions, issuing qualifying stablecoins and arranging staking. Existing anti-money-laundering registrations do not automatically confer permission under the new framework. Firms must assess which regulated activities they conduct and apply for the relevant Financial Services and Markets Act permissions. The FCA has published application guidance and a pre-application support process.
APPLICATION WINDOW AND TRANSITION
Existing businesses that apply by 28 February 2027 may continue operating while their applications are determined after the regime starts, subject to the statutory transitional conditions. The FCA expects to decide timely applications before commencement where possible. Firms that miss the window cannot rely on those arrangements. Applicants must provide both general authorisation information and crypto-specific material tied to their business models.
CoinDesk independently reported that the gateway gives crypto companies five months to seek approval. Davis Polk said the opening applies to firms intending to conduct activities covered by the incoming regime and highlighted the February deadline. These accounts corroborate the operative opening and timing rather than merely anticipating a future launch. They also underline that authorisation is an application process, not automatic approval.
A BROADER SUPERVISORY PERIMETER
The framework will bring trading, custody, stablecoin and staking-related businesses under conduct, prudential and governance requirements tailored to cryptoassets. That changes the position for firms previously subject mainly to anti-money-laundering registration and financial-promotion rules. Banks, payment companies and overseas groups with UK crypto operations will need to map entity structures and controlled activities to the new permissions. The FCA has said its objective is to combine market integrity and consumer protection with a workable route to compliant business.
The next concrete deadline is 28 February 2027, when the main transitional application window closes. The regime is then due to commence on 25 October 2027, provided the remaining implementation steps proceed as scheduled. Until individual decisions are issued, an application should not be described as an authorisation. The number, scope and outcomes of applications will show how the gateway reshapes the UK market.
