The Government of Vietnam has introduced its first formal green taxonomy through Decision 21/2025/QD-TTg, signed by Deputy Prime Minister Tran Hong Ha on 4 July 2025 and effective from 22 August 2025. The decision establishes a nationally recognised legal framework for classifying which investment projects qualify as green, providing lenders, capital market participants, project developers, and public-sector entities with a standardised reference point for identifying activities eligible to receive green financing.

The framework lists eligible project categories across several sectors, including renewable energy, green buildings, sustainable agriculture, and related areas. Project owners seeking to access green financing under the taxonomy must submit documentation demonstrating that their projects meet the relevant criteria. Verification of eligibility may be conducted by state agencies or by accredited independent verification bodies recognised under the decision.
