The State Bank of Vietnam has enacted Circular No. 27/2025, establishing mandatory anti-money laundering reporting requirements for domestic electronic fund transfers of VND 500 million or above, equivalent to approximately $19,000. Under the circular, banks and payment intermediaries operating in Vietnam must report qualifying domestic electronic transfers, and international electronic transfers of US$1,000 or more, to the SBV's anti-money laundering department.
ALIGNMENT WITH FATF STANDARDS
The circular, which takes effect on 1 November 2025, forms part of Vietnam's wider effort to strengthen its AML framework. Vietnam was placed on the FATF grey list in June 2023.
Since its grey-listing in 2023, Vietnam has been pursuing legislative and regulatory reforms to satisfy the organisation's action plan requirements. Circular 27/2025 is described as part of that broader effort.
