Côte d’Ivoire’s Treasury is regularly executing bulk payments through BCEAO’s PI-SPI instant-payment platform. The central bank said the institution had met the platform’s requirements and technical standards. Financial Afrik reported that it was the first WAEMU treasury operating on the system.
The platform lets connected treasuries send and receive salaries, scholarships, subsidies, taxes and other public payments. Payments can reach counterparties regardless of their account provider and can be tracked in real time. BCEAO said it is helping the union’s other treasuries integrate progressively.
CÔTE D’IVOIRE IS FIRST LIVE TREASURY
Financial Afrik reported on 12 October that Côte d’Ivoire was the first of eight WAEMU treasuries to satisfy PI-SPI’s technical requirements. The report said it was the only treasury then making regular bulk payments through the platform.
BCEAO did not disclose transaction volumes, payment values or a start date for the live activity. It also set no timetable for the other seven treasuries, so the announcement establishes an operational milestone in Côte d’Ivoire rather than a completed union-wide rollout.
REGIONAL ROLLOUT REMAINS GRADUAL
BCEAO said public users should eventually be able to make faster, more secure and accessible transactions with the state through PI-SPI. Those are the central bank’s stated aims, not measured results from the Côte d’Ivoire deployment.
The next concrete milestone will be the connection of another named WAEMU treasury or publication of transaction data from Côte d’Ivoire. Until then, the evidence supports one live treasury and a progressive regional integration programme.
