Federal Reserve Said Online Portal Handles Most Discount Window Loan Requests

More than 60% of Federal Reserve discount-window loan requests are now submitted through the central bank’s online portal, Vice Chair Philip Jefferson said on 22 September. Discount Window Direct was launched in 2024. It allows banks to request loans, make payments, view loan and collateral information and submit loan-collateral files electronically. Jefferson gave no monetary-policy guidance.

The discount window supplies liquidity to banks, predominantly through primary credit. Jefferson said modernisation is intended to make that liquidity faster and less operationally burdensome. Reuters separately reported that he linked easier access to resilience in Treasury and short-term funding markets.

DIGITAL ACCESS AND COLLATERAL CHANGES

The portal also lets banks message their local Reserve Bank instead of relying on a telephone call. Jefferson said users had reported faster and more efficient borrowing, while recent operational changes simplified how eligible institutions pledge several types of loans as collateral.

The Fed has also been working with the Federal Home Loan Banks to improve collateral transfers between the two systems. That effort includes operational arrangements and documentation intended to reduce delays when a bank needs to reallocate collateral quickly.

TREASURY-MARKET LIQUIDITY

Banks holding Treasury securities in Fedwire accounts can transfer them to discount-window pledge accounts late in the day and, where arrangements are in place, receive a same-day loan. Jefferson said this can reduce forced Treasury sales during periods of market stress and ease pressure in repo and federal-funds markets.

The next test will be whether portal adoption rises further and whether the Fed adds functions that reduce borrowing frictions without weakening collateral controls. Jefferson said the modernisation programme remains unfinished, making subsequent operational updates the concrete milestone to watch.
