ING has appointed Ida Lerner as its Chief Financial Officer, the Dutch banking group announced on 29 October 2025. Lerner, who previously served as CFO of Norwegian bank DNB, will take up the role on 1 April 2026. Her appointment has been approved by the European Central Bank, which exercises supervisory oversight of significant eurozone institutions under the Single Supervisory Mechanism and is required to grant fit-and-proper clearance before a designated management function of this seniority can be formally filled.

Lerner succeeds Tanate Phutrakul, who has served as ING's Chief Financial Officer through a period of considerable change in the European banking environment, including the transition from a prolonged era of negative rates into a significantly higher interest rate environment, as well as the group's continuing investment in its digital transformation programme. Phutrakul will step down from the CFO role when ING holds its Annual General Meeting in April 2026, allowing for a structured handover period between announcement and transition.

LERNER'S BACKGROUND AT DNB AND BROADER CREDENTIALS

Lerner brings extensive senior finance leadership experience to ING from her time at DNB, Norway's largest financial services group and one of the Nordic region's most highly regarded banking institutions by capital strength and governance standards. As CFO of DNB, she oversaw financial reporting, capital management, treasury functions, and investor relations — responsibilities that are directly applicable to the demands of the equivalent role at ING, which operates on a considerably larger scale across more than 40 countries. Her background at a well-capitalised Nordic bank with a strong regulatory standing provides grounding in the kind of rigorous financial governance that major European banks are expected to maintain.

The ECB's approval of the appointment reflects the standard supervisory process under the SSM for senior management positions at significant institutions directly supervised by Frankfurt. Banks are required to submit fit-and-proper assessments to the ECB before a designated management function can be assumed, with the review encompassing the candidate's professional experience, qualifications, reputation, and any potential conflicts of interest. The clearance of Lerner's candidacy confirms she met the applicable criteria across those dimensions.

TRANSITION TIMELINE AND CONTEXT AT ING

The gap between the 29 October announcement and the 1 April 2026 effective date provides a five-month transition window during which Lerner can familiarise herself with ING's financial structure, regulatory relationships, and strategic priorities before formally taking the chair. Phutrakul remains in post through the AGM, offering continuity and an opportunity for an orderly handover of relationships with investors, counterparties, and supervisors. The structured runway is increasingly standard practice for senior banking appointments, particularly at the CFO level where the complexity of the function — spanning regulatory reporting, internal controls, capital planning, and treasury — means abrupt transitions carry meaningful operational risk.

ING, headquartered in Amsterdam, operates a large retail banking franchise with a strong base in the Benelux markets alongside a significant wholesale banking division serving corporate and institutional clients across Europe and internationally. The incoming CFO will take over a function that plays a central role in managing the group's capital allocation, its relationships with equity and debt investors, and its compliance with an evolving set of European prudential requirements under the Capital Requirements Regulation framework. Lerner's appointment signals that the supervisory board and management board sought a candidate with deep pan-European financial sector credibility to lead those responsibilities at ING through the next phase of its development.
