The COO role at TD carries broad responsibility for the bank's operational infrastructure across its Canadian and US retail banking networks, as well as the shared services platforms and technology programmes that support its capital markets, wealth management, and insurance businesses. Turan steps into the position at a time when TD is under sustained pressure to demonstrate improvement in its operational risk management and internal controls framework following its agreement with US authorities over anti-money laundering compliance deficiencies that were identified in the bank's US operations.
Fish's arrival as General Counsel brings new external legal leadership to a function that has been deeply engaged in TD's interactions with US regulators throughout the anti-money laundering remediation process. The General Counsel oversees the bank's legal teams across all jurisdictions, manages litigation and regulatory risk, and provides senior counsel to the board of directors and executive management on matters ranging from regulatory policy to significant transactions. His appointment is a deliberate signal of the weight that TD's board places on legal governance and regulatory engagement at this juncture in the bank's development.
The announcement also included a third appointment: Paul Whitehead was named Executive Vice President, Global Head of Client and Colleague Experience and Marketing, with a start date of 1 December 2025. Together, the three appointments constitute a substantive refresh of TD's senior executive team across operational, legal, and client experience functions, as the bank works to rebuild confidence among its various stakeholder groups.

TD Bank Group has faced a period of considerable institutional challenge following its US anti-money laundering settlement, which required the bank to accept significant restrictions on the growth of its US retail banking assets and to commit to a comprehensive programme of remediation.
